Job Title: Specialty/Outpatient Pharmacy Manager
Department: Pharmacy
Reports To: System Director of Pharmacy
Job Summary: The manager of Specialty/Outpatient Pharmacy will be the pharmacist in-charge, who provides leadership and direction for effective pharmacy operations. They will be directly responsible for specialty pharmacy operations, specialty pharmacy call center services, medication access and affordability services, specialty pharmacy accreditation, and strategies for business growth and service development. The manager will also provide leadership for pharmacy services for discharge patients, employees and specialty patients. This position requires thorough understanding of drug pricing, medication reimbursement, and the specialty pharmacy marketplace, and a working knowledge of the 340B Drug Pricing Program. The incumbent will be a member of the Pharmacy Leadership Team, and will contribute to departmental oversight, teamwork, and strategy under the leadership of the System Director of Pharmacy. Problems encountered are of a high level of scope and complexity. This position requires a great deal of organizational skill, innovation, independence, creativity and flexibility for decision making and problem solving. Interactions will involve supervising pharmacists, directors from pharmacy, employees, discharged patients, pharmaceutical company vendors, and prescription drug benefit companies.
Job Responsibilities include:
Pharmacy
- Develop and maintain efficient workflows to support specialty patients, discharge patients, employees, and other customers of the pharmacy.
- Coordinate the identification, communication and resolution of problems relating to the daily activities of the specialty/outpatient pharmacy.
- Identify service gaps and implement mitigation strategies to improve the pharmacy's services.
- Develop and maintain key performance indicators to drive decision making and ensure service excellence.
- Routinely monitor key performance indicators, identify opportunities for improvement, and collaborate with employees to achieve improvements.
- Perform regular audits and through routine communication and education, ensures staff comprehends and executes the specialty pharmacy guidelines and policies.
- Coordinate the development and maintenance of specialty training modules for pharmacists involved in providing specialty pharmacy services.
- Design and implement specific disease state protocols and medication order panels for the patient populations managed by specialty pharmacy services in collaboration with other pharmacy and non -pharmacy providers.
- Coordinate the provision of additional patient clinical data or published peer reviewed articles as necessary to facilitate the prior authorization process through various insurers
- Maintains effective inventory management practices.
- Monitor reimbursement from third party payers.
- Ensure that the specialty/outpatient pharmacy complies with policies, operating procedures and 340B regulations.
- Ensure that the specialty/outpatient pharmacy is following all New York State and federal laws and regulations pertaining to pharmacy practice.
- Serve as a clinical liaison between specialty pharmacy and ambulatory sites to ensure specialty pharmacy and associated services are an integrated extension of patient care.
- Ensure that the specialty/outpatient pharmacy is well-maintained and tidy.
- Provide excellent customer service leadership to staff.
- Serve as a preceptor for pharmacy students and residents.

Specialty Pharmacy Accreditation
- Thoroughly understand all specialty accreditation standards that are applicable to dispensing specialty medications.
- Ensure the specialty/outpatient pharmacy meets or exceeds accreditation standards set by all applicable accrediting bodies, and that the staff comprehends the connection to their daily responsibilities.
- Coordinate all aspects of accreditation and reaccreditation, including the submission of materials for desktop review and on-site accreditation visits.
- When areas of non-compliance are identified, formulate a timely and detailed plan on how compliance will be achieved and maintained.
- Maintain organized and up-to-date documentation that demonstrates compliance with specialty pharmacy accreditation standards.
Human Resource
- Supervise pharmacy personnel as they provide medication services to all patients, employees and customers.
- Participate in recruitment, interviewing, hiring and the disciplinary process of professional and technical staff.
- Monitor vacation, sick leave and holiday usage and oversee timecard submission to payroll.
- Completes performance evaluations for direct reports.
- Identify need for specialty pharmacy staff education and competency. Coordinate with pharmacy leadership in the planning and execution of specialty staff development programs, and competency assessment.
- Identify and deal with personnel issues in a proactive and timely manner, with appropriate follow-up as necessary.
Manufacturer and Payer Contracting
- Negotiate medication access for limited distribution drugs with pharmaceutical manufacturers
- Negotiate with employers, payers, and prescription benefit managers for inclusion of the specialty/outpatient pharmacy in preferred payer networks.
- Review and analyze prescription reimbursement terms in payer contracts. Collaborate with the System Director of Pharmacy and Finance to negotiate terms and execute contracts.
- Maintain relationships with drug manufacturer vendors and work to identify opportunities for improved collaboration.
Budgeting and Finance
- Develop and maintain reports to analyze specialty/outpatient pharmacy profitability.
- Assist the System Director of Pharmacy with the annual budget process and monthly budget variance reports pertaining to specialty/outpatient pharmacy.
- Maintain a thorough understanding of prescription billing and reimbursement, and serve as a department resource when questions or issues arise.
- Create business plans, when necessary, to support the specialty/outpatient pharmacy and improve the financial health of organization.
- Coordinate prescription re-billing services according to department policies and procedures.
Requirements:
Education - Graduation from an accredited College of Pharmacy with a B.S. or PharmD degree.
Experience - Specialty pharmacy experience is required. Retail pharmacy experience preferred but not required. Completion of ASHP Accredited PGY1 Practice/Community and PGY2 Ambulatory Care Residency training programs and experience with the administration of the 340B Drug Pricing Program is preferred. Also, certification in Board of Pharmacy specialties, such as Specialty Pharmacy (BCSP), Oncology Pharmacy (BCOP), and Ambulatory Care (BCACP), or, a Certified Specialty Pharmacist (CSP) credential from the National Association of Specialty Pharmacy is preferred but not required.
Five (5) years of clinical patient care and orders management experience or completion of a PGY2 residency training program or combination of clinical patient care and residency training.
Licensure - Currently licensed in the State of New York. Must be certified immunizer in New York.
Special skills - Must possess strong leadership and customer service, verbal and written communication, presentation, organizational and data analysis skills. This individual must possess exceptional time management skills.
Physical Requirements - Repetitive use of hands and fingers (e.g., use of computer keyboard); may require lifting and carrying light loads (up to 40 lbs.), including boxes, equipment, and stooping and kneeling (e.g., to pick up items from the floor, to remove and replace items on lower shelves, and to file documents in lower file drawers); sitting, walking, or standing for long periods of time (4-8 hours) is often necessary; must be able physically to operate the equipment used for the job.
